Caminhada de Abertura comprova sucesso do Fórum

Eram exatas 15 horas. O termômetro ao lado do Paço Municipal marcava 29 graus. Em sua volta, algumas dezenas de pessoas começavam a chegar. 15 horas e 30 minutos: os que eram dezenas viravam centenas. Mais meia hora passada, ficou comprovado: eram milhares os que participariam da Caminhada de Abertura do Fórum Social Mundial 2010.

Negros, índios, artesãos, hippies. Sindicais de trabalhadores, brancos, pardos, ambulantes, punks, movimento LGBT. Caminhões comandavam a concentração no Largo Glênio Peres. Enquanto a Tribo de Atuadores Ói Nós Aqui Traveiz se apresentava em frente ao Mercado Público, a diversidade do público comprovava: o Fórum Social Mundial não distingue, procura unir.

Membros da Central dos Trabalhadores e Trabalhadoras do Brasil (CTB) ocupavam um caminhão. Em outro, que vinha mais atrás, o comando era da Força Sindical. No chão, a CUT fazia uma caminhada forte. O movimento feminino pedia a legalização do aborto, a liberdade homoafetiva, o mesmo pedido do movimento gay. Também estavam presentes o Movimento Nacional de Luta pela Moradia, o grupo Utopia e Luta e a Cambada de Teatro Levanta Favela. A União Nacional dos Estudantes exigia 50% do Pré-Sal investidos na Educação. Também pedia, em faixa, 2% do PIB direcionados à Cultura.

A recente tragédia no Haiti não passou em branco. Enquanto alguns setores da movimentação vinham com faixas de apoio ao presidente Lula por sua trajetória política, outros reclamavam da atuação brasileira no Caribe: o Haiti precisa de remédios, água e comida. Não mais fuzis.
Sucesso de ideias e público. Assim pode se definir a Caminhada de Abertura do Fórum Social Mundial 2010. De ideias, porque enquanto o povo andava, aconteciam bons debates em inglês, espanhol ou português. De público, porque enquanto ainda tinha gente se deslocando na Esquina Democrática, o início da Caminhada já estava contornando o Centro Administrativo do Estado.

Enquanto nós, do Jornal do Centro, entusiastas de grandes eventos na cidade (ainda mais em janeiro, época morta em Porto Alegre), salientamos o sucesso deste Fórum, uma rádio bastante ouvida anuncia: Caminha de Abertura prejudica o trânsito no Centro. É por essas e outras que muitas faixas presentes na Caminhada avisavam a quem ainda não sabe – ou finge não saber: tal empresa distorce, mente.
Viva o Fórum Social Mundial 2010! Viva o turismo em Porto Alegre! Viva o comércio fomentado em Porto Alegre! Agora, vamos aos debates. Afinal, outro mundo é urgente. Necessário.

Leis Orgânicas da Fazenda: para o Rio Grande avançar

A Emenda Constitucional nº 42, de 2003, trouxe consequências importantes e definitivas para o país. Com base nela e em outros dispositivos legais que determinam que as áreas da Administração Tributária e Controle Interno precisam ser geridas por servidores organizados em carreiras específicas e de que essas necessitam de ampla segurança jurídica para exercer atividades essenciais ao funcionamento do Estado, as entidades representativas dos servidores de nível superior da Fazenda - Sindifisco/RS, Afiscev e Sindaf - elaboraram projetos de Leis Orgânicas da Administração Tributária e do Controle Interno. Eles buscam adequar o Rio Grande do Sul às tendências nacionais e internacionais de reorganização dessas áreas. Os projetos foram apresentados ao governo estadual em 2004, 2007 e 2009.
A aprovação desses instrumentos, atualmente tramitando na Assembleia Legislativa no formato dos projetos de lei complementar nº 300, 301 e 302, vai promover uma verdadeira revolução na fiscalização de tributos, no controle dos gastos públicos e na gestão financeira. O estado do Rio Grande do Sul, o 4º mais importante do país, com um PIB na ordem de R$ 202,9 bilhões, correspondendo a 6,37% do PIB nacional, precisa ter uma Secretaria de Fazenda com órgãos ágeis, comandados por especialistas, que possam levar a cabo a difícil missão de verificar o correto cumprimento da lei pelos gestores públicos e de tornar real a receita prevista no orçamento.

Organic Treasury Laws: Making RGS move forward

The Constitutional Amendment number 42, of 2003, brought important and definitive consequences to the country.
Based on it and some law dispositives which determine that the areas of Tributary Administration and internal Control, need to be managed by organized servers in specific careers and that they need an ample legal security to exert essencial activities to State working, the representative entities of treasury´superior level servants - SINDIFISCORS, Afisev and Sindaf - have worked out organic law projects of Tributary Administration and Internal Control. They try to adequate Rio Grande do Sul to national and international tendencies of rearrangement of these areas. The projects were presented to the State Government in 2004,2007 and 2009. The approval of these instruments, in the form of complementary law projects numbers 300,301 and 302 will promote a real revolution in taxes´ inspection, in the control of public expenses and financial management.
The state of Rio Grande do Sul, the 4th more important in the country, with a PIB of R$202,9 billions, corresponding to 6,37% of national PIB, needs to have a treasury Department with efficient organs, managed by specialists, who can cumplish the difficult mission of verifying the correct accomplishment of the law by the public managers and turning real revenue foreseen in the budget.
